I consider it littering, for sure. And here in British Columbia where everything is hot and dry, and there are about 800 forest fires burning, it's considered a fire hazard, so any offenders get their butts fined ... pun intended. :-)
Cigarette butts are the bane of my existence. I have No Smoking signs posted for the building and they will still try to enter my store with one dangling from their lips; and even though I have a receptacle located conveniently outside the entrance........ they will pull the offender from their mouths and flick it out into the parking lot beyond. I pick them up and dispose of them daily, grumbling all the while!
